While admitting that they "feel his pain," the editors rightly point out that "most people deal with it without passing laws requiring a state agency to conduct inspections and requiring those who run "public accommodations" to buy and maintain paper towel dispensers."
They make the important point that the legislation would not just affect government entities, but all restrooms used by the public, including those in private businesses.
